Ok now you got me, cause Volgin's power is lightning and a water pokemon's weakness is lightning. So it doesn't make sense cause your tiny fellow will get raped by Volgin.

In other words, your water pokemon never stood a chance. Pencil drawn spongebob? No problem.

Blame wiki, even at the end of the battle with him is raining all over the place and yet he becomes more powerful. He does however, die with a huge bolt of lightning that falls down the sky, so a lightning overdose perhaps? XD
